Towards Regulation of AI Systems

This publication analyses the challenges arising from AI systems and possible regulatory responses.

Firstly, it sets out to inform the reader of the progress of the work of the Ad hoc Committee on Artificial Intelligence (CAHAI) and presents several studies produced under auspices of the CAHAI on the impact of AI systems on human rights, rule of law and democracy, as well as on existing international legally-binding instruments and ethical guidelines on AI.

Secondly, it brings in national perspectives from different States in order to support the development of an international legal framework on the use of certain AI systems based on the standards established by the Council of Europe.
